In the course of time, therefore, the sale of raw opium will be in the hands of a faw, thun creating a monopoly. In this regard we would point out that it would be obviously for a palivo to judge whether or not a licence was a genuine. licence. If a licence presented by a parchaier is found to be falus, the proprietor of the opium shop is liable to bava bisshop seized and shut up, and he would sustain the loss of his entite capital | through no fault of bin own. This would open the door to fraud inasmuch as false charger could be trumped up against opium shops in order to get them seized and closed in order to obtain the forfeiture of their capital to the Chinese Authorities, This again will ultimately result the authorities farming the licenced shops out to those capable of paying heavy sums for them over and above the ordinary. licence fees.

If these conditions-and-to prevail, untive mer chants will be chary of entering into the busi ness, and the trade will consequinatly get into the hands of a few trader. We predict that in a short space of time the Provincial authorities either by closing the existing shops or by farming them put to a few, will get the whole trado into their own bands, thus creating a monopoly, which is expressly contrary, to the Treaty of Nanking.

With regard to Clause 6, on each and every occasion that an individual wishes to purchase oplum, this burdensome procedure has to be | carried out, and on each occasion the purchaser

(6) Individuals who wish to purchase raw opiem must procuré licences and produce them to the shop.to_enable_them_to_pur: chase the raw opium from that shop. It is incombent on that shop to see that the purchaser-bas-a-licence enabling him.le. purchase the specified amount and no other quantity than that specified in that licence. The purchaser has to hand over to the opium shop one copy of the licence on -purchasing-and-retain the other himself. Purchasers without a licence ato subject to`ancst-and-pusishment..

We contend that the Gorèrement of China having by Articles-5-and-50-of-the-British- Treaty of Nasking 1843 expressly agreed to abolish the pactice pămed in Article 5 of the Treaty, and having agreed to:-.

The Government of China having corpel led the British Merchants trading at Canton to deal exclusively with certain Chinese Merchants, called Hong Merchants (or ́en Kong) who had been licenced by the Chinese Government for this purpose, the Emperor of China agrees to abolish that practice in future at all ports where British Merchants may reside, and to permit them to carry on, their Mercantile transactions with whatever persons they please; and- His Imperial Majesty further agrees to pay to the British Government the sum of three millions of dollars, on account of debis due to British subjects by some of the said long Merchants, or co-Hong. who have become insolvent, and who owe very large sums of money to subjects of Her Britannic Majesty." ..Article X of the same Trzały
