In an after-dinner speech, Mr. Hayakawa, General Director of the Mitsui Bank, said that he would avail himself of the opportunity to voice the hopes of bankers. What bankers de.. sired was the harmonious development of com merce and industry. The national debt of Japan amounted to Y2,300,000,050, of which about one-half was in the hands of foreigners, so that the raising of further foreign loans was not to be expected.
