On the evening of the 25th ultimo, the Tokyo Bankers' Club para a dianer, la honour of Japanese diplomats, the guests including Mr. Inouys, former Ambassador to Germany; Baron Hayaibi, Ambassador to Rams | Me 1inia, Minister to Faking: Mr," fablij; Vice- Miolster of Foreign Affairs; Me Kurachi, Director of the Political Affairs Bureau in the Foreign Office; and Mr. Hagiwara, Director of the Commercial Bureau in the Foreign Office.
In an after-dinner speech, Mr. Hayakawa, General Director of the Mitsui Bank, said that he would avail himself of the opportunity to voice the hopes of bankers. What bankers de.. sired was the harmonious development of com merce and industry. The national debt of Japan amounted to Y2,300,000,050, of which about one-half was in the hands of foreigners, so that the raising of further foreign loans was not to be expected. Mr. Inouys, who was the next speaker, refer ring to the relations between Germany and China, emphatically repudiated the accusation that. Germany harboured deviges upon China, He had been assured by the German Govern- men during his residence in Berlin that Ger many had no other ambition in China but to enjoy the benefits of 'commerce with the advantages of the "open door and equal opportunity." This was in entire agreement with the policy of Japan. It was to be earnest

in harmony and friendship. M
Baron Hayashi, the Ambassador to Italy, endorsed the views of Mr. Inouye on the ra- Jations between Germany and China. He said. that he had personally observed during his residence in Peking that Germany's object in Chine was simply the maintenasce of peace, to conformity with "the objects of all the biber Powers. This difference in the attitude of the Powers was the outcome of the Russo |- Japanero-War," "After the war Russia was
disposed to promote friendship with China, and once China developed into a healthy State, all the causes of friction between Japan and
Russia would be permanently removed. ló the event of the peace of the world being as- sured, bankers could demand a retrenchment of Government expenditure. But, it must not 'be forgotten that an increase of armaments was necessary as a guarantee for the preservation of peace. The increase of the Army and Navy. undertaken by Japan was to order to keep pack with other Powars. It was the duty of diplo matic officials to prevent the outbreak of war and madago things in such a mapper-as-to avoid the necessity of any further incioase of
armaments,
Mr. Ishii, Vice-Minister for Foreign Affairs, in the course of his speech said that for cigoorn generally seemed to-have a very un- favourable opinion of Japan. The Japanese, both officials and private individuals, should
