"prevailing class of people that the worse a remedy tastes, smells or hurts, the mors efficacious it is. So says a well-known Eng lish physician. He further addFor example, let us consider cod liver oil. As it is extracted from the fish this oil is so offensive to the taste and smell that almost everybody abhors it, and many cannot use it at all, no matter how badly they need it Yet cod liver oil is one of the most valuable drugs in the world, and it is the greatest pity that we have not thus far been able to free it from those peculiarities which so seriously Interfere with its usefulness." This was written years ago; the work of civilising and redeeming it how ever has since been triumphactly accom plished and as a leading ingredient in the remedy called

The German Imperial Navy Departinturong a corta recently submited to the Parliament a me; morial concersing the development of the Kiao: Chou district (Germany's colony in Chins) which is of general interest. It sets forth, among other things, what the Germad navy bas accomplished during the last ten years far the squalid little fishing village of Tsingtau. In place of the miserable and dirty fishermen's buis has arisen modera city with more than 30,000 inhabitants, including the Chinese, and consisting of the European quarter, with its suburb of villas at the Augusta Victoria Bay; the native quarter, Ta'pau-tau, settlements for working people, and a commercial and industrial section. A digest of the report, with comment, is given in the Greenwart.

The city has macadamized streets, a canal ystem, water-works, electric light, church edifices, hospitals schools for Europeans as well as for Chinese, post office, market halls, and a slaughter-house.

The surroundings are adapted to further hygienic conditions. A large harbour (also a free port) and a smaller one with extensive quays, wharves, and a floating dry-dock make 1595 Tsingtau one of the best-equipped ports in castero Asia. Both harbours are connected with the Shantung Railroad, built by Germans with German capital, and furnishing communication with the interior. Thanks to this, railroad, Tsingtau has advanced to the seventh place among China's thirty-six custome ports. The shipping of products from Shantung is steadily increasing, and they are transsoned over by railroad' to Tringtau, from where they are afterwards exported abroad, “
