was to prevent shipowners shipping men for THE Undersigned have received instructions. the sake of cheapness who did not understand the orders given them. Before the passing of ibis Act it had often happened, especially on the Welsh Coast, that the officers of the watch an a British ship had a wheelman who did not know enough English even to understand the. terms "port" and "starboard." The course had to be shown such a man by sticking a pin | in a compass card. ¦
This kind of seaman, was shipped on board" -in-bunches-by-Greek-boarding-masters-(others. gise crimps), who used to get so much per head blood money." It peed not be said the men went at a lower rate than any British sailor would have accepted.
A LEGAL LOOPHOLE. Then Mr. Lloyd George instituted this "language test," but it did not apply to antiver of British polonies and protectorates!
. A week after the test came toto force the "Leader"annouučed that ships, with full crows of Chinamen who could not speak English

A BURNING QUESTION, ̧¡ The question has been a burning one in the shipping world since the beginning of the year, The unemployed white sailors on Saturday lasi brought the matter to a climax. They learned that a crew of Chinamen was to ba shipped os the steamer Zambesi. They repaired in a crowd to the Surrey Commercial Dock and kept the Chinamen off. The 'captain of the vossel then, came to an amicable agreement with the whites, and look them on instead.
Yesterday the Board of Trade office st Poplar was besieged by, white sailors, who said they were determined no Chinamen should go Inside!
It was obvious that the men were very in censed. As soon as a group of innocent China men approached, locking puzzled and scared, the whites, rushed at the doors of the shipping
