paratirely speaking, hardly any railway and very few decent roads. The great high road from Peking to Kalgan,' along which no enormous traffic passes, is, as I saw myself, extraordinari- ly bad within 55 miles of Poking. Add to all these considerations the proverbial slowozss of China to move, and I maintain that the extent to which reform has already gone speaks well for the genuineness of the determination, of China's Government to stamp out this great come to view of the difficulties-of-the- Government, the results up to now are simply marvellous. I koew this opinion is held by the best observers on the spot, such as Sir John Jorden, oar Minister, Sir Robeit Hart and your own Peking Correspondent.
in conclusion, may I say that, although I agree with your Shanghai Correspondent, that would be better if the Government of Japan would as vigorously stamp out oplum-smoking in Korea as it does at home, it hardly becomes us to say a word against her?
