what is the exact value of the assur- ances alleged or supposed to have been given by the Board of Finance and what would be the value of such assurances if they were ever embodied in actual diplomatic form to the Ministers of the various Powers in Peking., We take it that no such assurances, could be given from the Board direct to the foreign banks, but we do not think that, the foreign.STREET, late Hotel Baltimore, rent CHAMBERS in No. 2, WYNDHAM, Ministers would take it upon themselves to

moderato. incur any such great responsibility to the banke of their nationals as would be involved in the transmission of these assurances from the Peking Board in question, with silent acquies": cence in such undertakings.

We need not tell our readers in Ching that there is an immense stock of foreign bank- notes held by the Chinese in the interior where they are looked upon at unquestionable security, portable, unchallengeable and easily transmitted from hand to hard. The notes of the best known banks form one of the favourite securities of the people of China in the vicinity of the treaty ports and in most of the large inland cities where they are hoarded and carried "about on the persons of their owners, often for many years without being presented for payi ment in bard cash.

* But this, apparently, is 'nowall to be changed. and the ukase bas gone forth that only the .paper of the favoured Chinese banks, which publish no accounts and which are under no control-though they are generally managed with commendable honesty are to take the

place of the foreign bank paper everywhere.

It would seem that the Central Government in Peking has just discovered the possibilities of financial recuperation which lie in the simple installation of printing presses and the laying in of the necessary printing blocks by which money representing untold millions may be raised and issued to the confiding people. We need not pause to point out what a dangerous aspect is opened to a Government so utterly unversed in the practical ways of modera finance or how rapidly Chins may approach the condition of the South American Republics if unchecked rain is given to the present crate to isplace foreign banknotes by unsecured and irresponsible native issues,

The foreign bank notes, as we all know, are properly secured by a specie reserve. regulated in strict mathematical and legal "„proportion," while the "tiples of the Chiness Fbanks are mere promises to pay und no more. The possibilities are tempting, no doubt, but the dangers are
