curtailed. More has certainly been accom." plished than most onlookers expected, consi- dering that it is loss than eighteen months since the first Edict was promulgated. A very
·large number of opium dens has been closed, and many of the rest have been brought under official supervision, · in all Government col· legos and schools, in the police, and in the ́Army, a rigorous prohibition has been anforced, The most gratifying feature of the movement is the strong force of public opinion' which is said to lie behind it. Several British Consuls testify that in their particular districts popular feeling favours the prohibition. Our Correspondent points out that respectable Chinese are now coming to regaid opium 'smoking to public as ""bad form.” There is ample evidence of a genuine moral awakening în this respect, which may be ascribed in so small degree to the reflex influence of the'Im. perial Decrees,"
་
"
The article in question makes several points to which we may appropriately refer. The first of these is the fact that the real fest of the pro gress of the movement is to be found in the reduction of the area under poppy cultivation, When one remembers that only about one. seventh of the oplum consumed in Chisa comes from abroad the value of this text in obvious, but considering the superior quality of the foreign opium, it would seem that a diminution in import indicates di minished, uso amongst those classes which govern and which set the fashion; and this index has therefore its valus. But even so, the contention of the Times is quite correci,. and hence it is specially gratifying to know that, the Times correspondent when recently in the south was able to report decrease of this area; unequal decrease, it is true, but, still decrease on the whole. This should stop a good deal of the carping criticism on the matter, especially in visw of a further consideration which is urged, that one cannot pronounce a verdict upon a movement little more than a year old. The suspension of judgment is essential in a great effort like this, especially when the conditions are xe difficult to gauge,
The next point to which we would draw at- tention is that "the burden of carrying into effect the Imperial 'wishes rests upon the pro- viocial official." In this of course lies the great loophole. When the provincial official in lax or indifferent the progress will be slow; where ho is keen and vigilant, it will be rapid. Hence there is special interest in noting that amongst recent appointments of provincial posts there has scarcely been one of a mas not in sympathy, and generally in, active sympathy, with the movement. This augur well for the future, and so long as this continues to be the case so long shall we have, unimpeachable | evidenca of the sincerity and persistence of the Throne on this matter;" and 'as it radat,, be

central Government and the Throne are in harmony in slaps initiated by the one and sanctioned by the other the evidence, has force la the case of 'the authorities in Peking also. To this; evidence may be added the message from Peking which we pab'ish in and other colume to the effect that the Grand Council proposes to reduce to three years the ten-year period hitherto the limit for the sup, pression of the cultivation of the poppy, and the weeding out of opium smokers from the official clariss.
The Timar points out, though, it does not complain, that no provision, has as yet been made for supplying the deficiency in revenue which will be caused by the reduced growth, import, and consumption, In this matter wa ballava it will be proved to be the case that solvitur ambulando. The reduction each year is not grout, and as yet it kan scarce- ty begun to be felt; but there can be no doubt. thet as far as possible provision will be made to mest is when it does come, Those who have read our columns at all attentively during the past few months cannot but be award that several tentative proposals have been put for warded, and that sight has not been lost of the matter,
