The article in question makes several points to which we may appropriately refer. The first of these is the fact that the real fest of the pro gress of the movement is to be found in the reduction of the area under poppy cultivation, When one remembers that only about one. seventh of the oplum consumed in Chisa comes from abroad the value of this text in obvious, but considering the superior quality of the foreign opium, it would seem that a diminution in import indicates di minished, uso amongst those classes which govern and which set the fashion; and this index has therefore its valus. But even so, the contention of the Times is quite correci,. and hence it is specially gratifying to know that, the Times correspondent when recently in the south was able to report decrease of this area; unequal decrease, it is true, but, still decrease on the whole. This should stop a good deal of the carping criticism on the matter, especially in visw of a further consideration which is urged, that one cannot pronounce a verdict upon a movement little more than a year old. The suspension of judgment is essential in a great effort like this, especially when the conditions are xe difficult to gauge,

The next point to which we would draw at- tention is that "the burden of carrying into effect the Imperial 'wishes rests upon the pro- viocial official." In this of course lies the great loophole. When the provincial official in lax or indifferent the progress will be slow; where ho is keen and vigilant, it will be rapid. Hence there is special interest in noting that amongst recent appointments of provincial posts there has scarcely been one of a mas not in sympathy, and generally in, active sympathy, with the movement.
