But something like 70 to 8o per cent, of the seainen who are annually brought before the Marine Courts are, found blameworthy in one respect or another and are dealt with sc cordingly. While it follows as a matter of course that shipowners should be very circumspect is the character and ability of the men who navigate their vessels, it is said that on some ships the CICWS are undermanned from economical considerations, and the men are inevitably put to excessive' work, with thi result that untoward incidents occur. If such a state of things really exists it is advisable that the shipowners, for the safeguarding of their own interests as well as those of others; should see that their ships are properly manned and efficiently handled, so as 10 minimise the disasters which have become so alarmingly liequent of lato years.~Japan Chronicle.

On the authority of a certain Japanese diplomat, whose name, however, is not given, the Nippon remarks that no’official report bes yet been received by the Government concern- ing this complication between the United States and Russla, and the real situation can- not be ascertained.
