THE ANTI-OPIUM MOVEMENT.

The special regulations which have been is comma of preparation for some time past relat· | Ing to "the prohibition of opium smoking and the 'restriction of poppy culilvation, have now boss finally drafted' and revised. by the Pros dents of the Board of: Civil Administration and Finance. "Reports of the steps which' the officials take to obey these instructions are to be presented to the office which are to be established in every provincial capital for the direction of the anti-oplum campaign, and any official who disobeys these instructions either in the letter of the spirit will be subject to the severerest punishment. The whole movement will be directed from the Anti:Opium Bureau in Peking, acting under the Board of Civil Administration.
