Reference has been made in previous issues of the Hongkong Telegraph to the gigantic lottery scheme promoted by the Cotton Spinners' As sociation of Japan which was intended to in- duce buyers to patronise Japanese yarn-dealers at the expense of th se who were contact "or were compelled to abide by the legitimate forms of trade. We have as erted that this form of tactics could not be too severely, con- damned as being irreconcilible with fair, honest dealing io Hongkong, where the yarn market means an annual overturn of something in the neighbourhood of 125,000,000 to the Colony, and we were convinced that such cheapjack and reprehensible methods of fostering an un- healthy trade and conducing to the establish ment of ao entirely false and ignoble standard of, yarn dealing would be taken in hand both by the Chamber of Commerce and Ibe China Association to Hongkong. It is satisfactory for us to be able to state that our surmises have proved correct; for we have reason to believe that this new method of the Japanese in trade received the attention of the Chamber of Commerce late last week whee the matter was deliberated by the committee of that important and if fluential body repie seplative of the commercial interests of the port. What the exact decision of the Com mittea has been it cannot, of course, be officially available for publication until the appearance of the usual monthly minutes of proceedings of the Chamber of Commerce. As far as Cap he leamt, however, it is gathered that the committee are sufficiently seriously, imprem ed by the ingenious methods proposed by the Cotton Spinners' Association of Osaka to warrant their addressing the various Cham- bera hi Commerce at Sha ghai, London, and other important centres, bringing to their notice the action proposed by the Japanese Cotton manufacturers. It is unlikely that the Chamber of Commerce will feel it within address the Hongkong is provi ce to Government on the subject, But in the Hon. Mr. Murray. Stewart the guardians of the "cam percial interests of the port have an able and willing exponent of their views, and it will not be surprising it, at an opportune moment, Mr. Murrty Stewart should 'deem it expedient to address the Government in the Legislative Council on the question..
