A San Francisco despatch, of 23th ult., says : -Wing Fung, for the second time appoint- ideal weather favoured the cominïulee of ed- Chinese minister to this country, arrived the hongkong Regatta for their water carnival- to-day on the Pacific Mail Jiger Siðnria, with which was held at Bay View to-day. By a large retinue of secretaries and legation and courtesy of Mr. John 1. Andrew, general confulate attaches numbering savenly persons. manager, and directors of Messrs. Geo. Fen- He brought with him new consuls for Mexico, wick, Ld, the spacious grounds of the Com Havens, New York and San Franciscu, be--pany's new reclamation at North Pulo, nekr, sides three nephews and three secretaries and Bay View, was placed as the Committee's dis- fiva aihet attaches for the Chinese legallon at posal. No finer spot could be obtained for the Washington and twenty-four young students, purpose. In front of the pier by the slipway who will enter various schools and colleges in was erected a five matshed where the spectators "were accommodated, the judges' stånd being this country...

next to it.

Discussing conditions in China, "Wu, Ting Fang said:

"China is now in a state of transition- between the conservatism of the old and the progress of the new era-and that condition may continue for some time to come; yes, it may even become mare marked and acute.

"China has made wonderful progress in the past few years. In its army, its school, in railroad development, manufacture and other Industries, everywhere it is not only noticeable but marked. China will beconft a modern nation, but it must go slow.

EDUCATION NECESSARY

|

The water was beautifully smooth in the bay, and with the fight easterly wind blowing the oarsmen bad all the elements in their favour and the fine sport and one or two close finishes contributed by the contestants, particularly in the race for the Naval bous, afforded a foe spectacia to the spectators who took advantage of the hall.holiday to enjoy the day's outing aftost at the East End. Many preferred to watch the various from their private launcher. A profusion of bunting was displayed from quite a fleet of steam-launches and yachts. The fino display of many coloured flags float gave an'animated appearance to the scene affeat at the far eastern end of the harbour. The Corinthian Yacht Club house was also "dressed" for the occa:

"First, the people must be educated and modern ideas and improvements cannot be adapted any faster than the people are taught and can assimilate them and, adapt themselves to the new condividos utterly strange to themaion, and to their made of life, and thought. This i being done an rapidly as possible. For this reason I am encouraging the coming of more students to this country, that they may here acquire modern knowledge and which they cap impart to their people at home, when they return as teachers,' I have brought twenty- four young students with mo and hope to see others follow.

"The People are educated and prepared for a constitutional government. When will, á constitution, bo granted? 1 cannot say. Ai least not until the people are educated to know what it is and what it means. That will take some timp,"

Asked if he thought that Japan was prepar, ing for war. Wu Ting Fang declared mest emphatically that it was noi,

"I do not believe there will be war between' Japan and this country or with, any other country," said he, I am positive that Japas is not seeking war, but wishes to maintain peace. I cannot believe otherwise or see what it would gain by war." ded

GREETED BY COUNTRYMEN, At the Pacifc Mail dock, where the Siberia made fast, shortly before 1 o'clock, a large number of Chinese from the local colony were on hand with a brass band to greet thels

micister.

From the dock the minister and his party wara" taken to the Fairmount hotel, where a Iarge number of suites had been reserved.

Minister Wu denied the report that he was

the bearer of an appeal to Washingiòn, asking this 'country to assist in preserving the in- terests of China in Manchuris and' protesting against the aggrandizement of Japan in bat province, but admitted there was some local friction,"

Asked whether he would endeavour to se- cure some modification of the exclusion law, Minister Wo. said that he had no panicular instructions from his government with reference to that,

"A

He said that according to representations made to him at Hhoofulu from the highest to the lowest of the white population there, the sentiment in Hawaii was unanimous for a mo dification of the exclusion laws which would permit mors.Chinese to come to that territory. He declared himself in favour of môre Chinėse. students of the higher classes coming to this country.
