General Stoessel was sentenced for surren dering the fortress before all means of defend. ing it had been exhausted, for falling to enforce his authority, and for disciplinary Court, will, how. misdemeanour. The erer, auk the Tear to commute the sentence to: ten years' imprisonment in a fortress, on the ground that Port Arthur, beset by over whelming forces, defended itself under General Stoessel's leadership with an unexampled stubbornness that filled the whole world with astonishment at the heroic courage of garrison, that several assaults were repulsed with tremendous losses on the part of the enemy, that General Stoessel throughout the siege maintained the heroic courage of the defenders, and, finally, on the ground that he bas taken an energetic part in three campaigns. The verdict was to have been delivered at It o'clock this inording, but the Court then an. nounced that it would be postponed until 4 o'clock this afternoon: At 4 o'clock the verdict was agaia postponed valil 6 o'clock; and was finally given at 8 o'clock after a series of delay! which aggravated the ordeal of the accused?

The Minister of War will forward the recom mendation for mercy to the Tsar.

[General Stoessel's sentence has since been commuted to ten years' imprisonment "in' a fortress.
