MOROCCO'S NEW SULTAN.
A SKETCH OP, MUL I ABDUL HAYID,
Affairs in Morocco have been suddenly can plicated by the action of the Moorish pobles of Fes, the northern capital, lu proclaiming Mulai Abdul Hafid Sultan of Morocco in opposition to his balf-brother, Abdul Aziz, hithan the reigning monarch. The fist ludication that the pratensions of Abdul Ar's ware to be Mula, Hafid was recognised at the Holy contested was given, in August last, when City of Marrakesh, the ancient capital of Southern Morocco, the Sulise of that part of the State. Early this month, however, when Abdul Aziz had moved to Rabat and was fistlessly watching to turn up, the principal notables suddenly took the matter into their own bands and proclaimed Malai Hasd Sulian of Morocco, at the same time observing all the formalities ordained by Mabommedan jaw in the election of a ruler. Thus, Malai Hafid is officially. Sultan of Morocco and equally Abdul Asia is deposed, by which change of rulers the Treaty of Algeciras, recognising. Abdul Aziz, as the Sultan of Morocco, has been completely shattered.
THE NEW POLICY

It is hoped that foreign intervention will cease. Naturally great care will have to be taken in deal, sion of feeling has taken place, and Mulai Hand ing with the new sitcation, for obviously a zavol: may be said to have been swept inte office on the crest of a wave of reaction against Euro pean indqences, it is burdly to be aspected: that the. Europara Powers will support the deposed Sultan, and since Molai Hadd bas received general recognition, it may be wiser for them to recognise the "falt accompli," and to deal for the future with the new monarch. At the same time it must be remembered that the tangle in Morocco presents, now less than ever, the prospects of settlement. In a mesturs the new ruler is the adversary of the Powers, but at the moment his praition is "en l'air, although there is little doubt that be will prove amenable. Or A POPULAR CHOICE.
