an autonomous, unity of the Postal Union,
and the following is the history given to me of its postal issues :-
Labuan is known to English people only by a series of pictorial stamps., las exient is 30 23 square miles. According to the Oplonial Office. List for 1901, it has a white population of 51, There is no local' coinage, the Straits dollar
being used. For years this microscopic colony has issued pastaga stamps, and they must have been sold to the amount of hundred. weights They can be purchased in Loudon post-marked to order. They have been looked upon, how ever, only suitable for schoolboys' collec tions, and by collectors, they have always been termned rubbink.
RUBBISH.
On January 1st, 1907, Labuan was incorpo. rated, with the Straits Settlements, cope quently do more Labuan stamps were needed, and the unsold stock, was out of date, Brunei, some 45 miles from Labuan, is the capital of a more or less barbarous State, which recently became a British Protectorate Brunei has now issued stamps, and the opportunity was taken of unloading the untold stuck of Labuan. Several thousands of the old Labuan stamps were surcharged Brunei, and io some instances The, denomination was altered. With the exception of a few dozens of stamps pred on letters and a few sent to the Postal Union at Berne (the Stationers' Hall of the stamp world, whereby they, become re- gistered as stamps), the whole of this ruby, bists has been uploaded on the gullible stamp. -collecting publicat gos, for a set of a dozen stanips, it would seem, however, that the operation was pot conducted without difficul ty, for one dealer, who seems 10 have acted as distributor-general in London, for these stamps, siated a few months ago that' there had been a depreciation of value, and he was presenting to his clients another set of stamps which have been surcharged Straits: Sextlements, because The Straits Settlements will undertake in future the onerous postal duties of Labuns and Brunei.

The one hundred black- surcharged stamps have, as far as I know,' not been quoted by dealer; .but had the others, which were put on the market at gos. the set, sold successfully, it is safe to says that these one hundred would have made their appearance ere now at fancy prices- no less than £5 or £6 each. The question arises why so small a number as one hundred should. have been printed in, black, and the answer is not difficult to see.. The trade-papers boomed these stamps to the utmost. Ons is formed its readers that the population of Brunei is 12,000. So it may be, but the 12,000 are illiterate blackamoors.
