In honour of the company that we mention,
For the comfort and the ease,

THE SPECIẸ BANK AND DRAFTS ON COTTON,
"EXPLANATION BY THE DANK.
The ji püblishes a statement by Mr. Kawashima, chief manager of the Specia Bank, in answer to the complaints made by the cot ton trade regarding the course taken by the bxak to reducing the term of drafis on raw cotton from go to 30 days. These statements fully confirm what has appeared in our columos regarding the assistance given by the Govern- mant, which virtually amounts to a bounty on the import of the raw, material and on the ex-
of the manufactured articles. Mr. Kawashima says that the bank has been

compelled by force of circumstance to take the course adopted. At first the trade in raw cotton was chiefly in the hands of Chinesa merchants, but as the spinning industry deve loped spinners took upon themselves the direct import of raw cotton from India and America, and the trade is now almost entirely in the 'hands of Japanese the annual import of raw cotton now reaching the form custotaloof Y100,000,000. Drafts in payment of this mer. chandise are almost entirely drawn on the Specie Bank, in addition, the importation of machinery and other merchandise coolinges to increase seadily, year after year, and the cost of a large part of such goods also defray ed by means of draks on the Specia Bank; goods continues so large, the money at the disposal of the bank is limited, and the funds to conduct an enormour business would hardly be sufficient if all the reserves and deposits added to the capital and used in this form of basking only. The Specie Book, help from the Bank of Japan, but eve this has now proved inadequate. Where, he asks, is the supply of more funds to be sought? It is improbable the Bank of Japan can give

demand for money on drafts is rapidly increas ing, and therefore the banks finds it absolutely necessary to restrict some part of the accom- modation given. When this course is taken, continued Mr. Kawashima, the foreign trade now conducted. so largely by Japanese, and secured at such heavy cost of paine and labour, will fall again into the hands of foreigners-a fact be thought much to be regretted. To give satisfaction to all parties it was absolutely necessary to quicken the circulation of the funds now in the hands of the bank and thus extend their utility, and it was for this reason that the bank had been compelled to limit the term of drafts from 90 to 30 day

Mr. Kawashima then went on to suggest mathods by which the inconvenience caused cottes dealers might be minimised. When Imported goods were actually landed Japanese port, other Japanese banks would be in a position to advance moony in order that importers could take up bills on the pecio Bank. As other banks might besitate to advance money on goods no! landed, the Specie Bank would be prepared to wait until the arrival.of goods, even if the time slightly exceeded thirty days, before collecting the bills on such shipments. The first duty of and the bank was ready to do its best to that end. But after the arrival in japan of foreign merchandise, it was
