COMPLAINTS OF DELAY.

The grumbling indulged in against postal authorities is not confined to this side of the Pacific, for we note in a Seattle' paper that complaints of the delay, in handing mails for the Orfint at Pacific ports are frequent. Con- saqueally Seattle bankers and exporters having business with the Orient share in the veiw of the Secretary of Commerce and Labour, Mr. Oscar S. Straus, that marked improvement should be made in the mail service between Seattle and other Pacific pors and the Coast of Asi Mr. Straus commented upon this need in bis annual report which went to Con- gress recently..

My H. R. Spencer, frst vice-president of the National Bank of Commerce, said to an inter- `viewer that while he was in the Orient some months ago his mail came to him in the most erratic fashion,"

"Loters mailed, say, on the 6th of the montb," said Mr. Spencer, would arrive later than letters posted on the 131b er zolb, and sometimes a letter would arrive five or six weeks after letters mailed in America a sob sequent dates.

"The matter is one of serious import to banks and exporters on the Pacific Coast." continued Mr. Spencer, "Often letters of adv.ce are many weeks behind remittances and the recipient is put to the trouble of furnishing

The Hammond Milling Company and other flour exporters also are subjected to serious. delay and laconvenience by the mail service conditions.

"It is the privilege of the writer always to specify by what vessel a feller may go by marking on the face via Min esoza,' or 'via Siberia, or otherwise," said Mr. Co kett. "La ters so marked are dispatched as directed. By looking up the time of arrivals in the Oriest a persa may sometimes advance the delivery of mail. Unless so ordered, however, the mail, goes by the first ship leaving, regardless of the scheduled tune of arrival. This may result in

letter being sent by a vessel leaving Sanbammer and child, Fraccisco a day or two befoṛe'à ship fram' Seattle, notwithstanding the fact that the Satile sailing may be duo in the Oriens first.

"The director of posts in Manila bas made a report to the Post-office Department showing the losses of time by reason of this system. In several specific cases the anails were delayed from six to nine days because of dispatches by the Asia instead of by the Empress liners."

Mr Colkelt calls silention to the fact that with two vessels sailing at the same time, the one from Seattle will rench Japan several days ahead of the ship from San Franciaco, because of the shorter porthern route. This has been made moch of by transportation companies operating out of Seattle, but it is not taken into account by the Pest-office Department,
