In leading article of 'recent date, the San Francisco Chronicle says :-Secretary Taft's visit to China and the various addresses which he delivered at Shanghai seem to have had a very favourable effect on the classes whose feeling constitutes whatever there is of public opinion In that empire. The Government is evidently much pleated that the United States does not propose to retain any part of the Buxer jo demnity beyond what is sufficient to lolly compensate for all material damage leflicted, including indemnities fo the heirs of those murdered,, There appears in be acce,l. ance of the fact that we shall not relax our laws against the immigration of coolies and acquiescence in it. It is desired that our' laws be so modified as to avoid any possibility ol indignity to or detention of Chinese us. doubtedly entitled to enter the United Bines, and if we can control the character of the up. pointments to Consulates in Chind there would

seem to be no trouble about that. It is gener- ally recognized, and was virtually acknowledg ed by Secretary. Talt in one of his Shanghai addresses, that many of our Consuls in Chinese- ports have been just plain ordionty reguet who could not be trusted to give certificates entitling to sayange at our posts or to perform any other function where babery would be possible. It is believed, however, that that is a thing of the past.

cept the treatment of Chinese entitled to entry.iuilin, for Halow. In formar years between the desire of Chinese coolies.to get in and the corruption of our own officials whose duty it was to keep them out

conditions existed under which honest rfficials for their own protection were compelled to be exceedingly rigid. The customs of the Chinese in the United States ie such that evidence which could not be related could be given/ that a coolie was a "partner" in iome actually, existing mercantile establishment, and yet that very same coolic would be at work as such within a week after landing. That

was a condition which had to be mel every day in the year, and it is no wonder that exasperated officials came to require the minutes observince of every technicality before passing an immigrant. Until he was passed he was in the care of the steamship company, which maintains a “decaution shed" on the wharf which is permitted to be con sidered a part of the "ship." In that shed the steamship company did, in one or two in- stancer, detain Chinese, under very bismiliating. conditions, who were vidently entitled to enter but whose "papers"" were technically Insufficient. Provision has been made by "regulation," we think, which will prevent any such occurrence in the future.

But conditions are now quite different. The flood of Chinese immigration has been checked. A young cool arable to speak English, at work in this country self-evidently here only as the result, af. traud. It does nei, apparently, pay for Chinese to run that risk It is evident that the place to determine the right of a Chinese to enter the United States is not at our parts but in China We ought to be able to manage the appoint ment of Consula to China of such character that their passports 'cruld be accepted at our poris' of entry. If we could have such con- fidence in Chinese officials as to be sure that they would co-operate in good faith with our Consuls, the whole business could be arranged to the satisfaction of all concerned. The good will of China is certainly a valuable asset, The more of their students we have in our universi ties the bet er it will be for our Chinese trade. If the visit of Secretary. Taft shall result in establishing such an international system of regulating Chinese immigration it will be well- And then we can apply it in Japan.
