‚ing mail subsidy would;establish the general 3-zisi inst,;'at 7 am, and may be expected here† Pring Walde Jan-Manila 17th Janth December-Banglès, Ping Sury, Pring Brooke, Mr. and Mrs. Marriott, Di. 0. Holman, -
Ex-Governor Herrick presided and Truman H. Newberry, Assistant Secretary of the Navy, spoke in favour of subsidias Referring to a report of Admiral Dewey in 1905, that on the basis of strength of twenty fire bartleships the Navy would require from the merchant marine in a serious war approximately 103 vessels and - many tugi, Mr. Newberry pointed out that the vessels, especially of the larger size, do not exitt in sufficient numbers in the American mercantile marire. The prestar cruise of "the United States battleship flect, the speaker said, is giving sharp and unwelcome proof of this point. All et the coal required by the fleet, except a smeli portion conveyed by regular Navy colliers, had to be entrusted to foreign tramp" steamers, because there were, not enough American steamihips available .even though President Roserch offered to pay- American ships a rate of 50 per cent higher than that given to foreign vaisels."
William S. Green of Massachusetts, chair- man of the merchant marine committee in the House of Representatives, Kids There is a great sentiment against ship subsidy, in the cestral Western States simply because the peos ple of that districi do not understand the question. This must be a lack of education. We will never obtain's merchant marine uusil the people drive Congress to action,"
¿ ̈W, E Humphrey of Seattle, ‘in an address upod" Why America is losing its Pacific and Oriental ráde," aroused the auditors to ire quest applause. He explained what Congress was doing regarding a subsidy and what it is to do. lle devoted most of his tima 10 the con. dition upon the Pacific Ocean. He said there were now only eight American merchammen upon the Pacific Ocean, wheiews al jul a year ago there were about fifteen, and in the near future all will pass from the Pacific unices 'something is done by the Government.
"We have wasted our opportunities," he said, "and have wasted our time in talking about trade following the flag. Japan has taught us a valuable lesson. From practically every standpoint Japan's great victory over Russia in the late war was due to ship subsidy,
·Japan is gaining the mastery of the Pacific.
