The following is a memorial just sent up to "the Throne by the lourd of Education and the Wai-wo-pu in connection with the sons of nobles going abroad to study:-
We, the Boards of Education and Foreign Affairs, respectfully memoriale Your Maj:5- | ties on the subject of sending, the sons of nobles abroad to study. ̧
Perusal of the history of both Eastern and Westem countries reveals that education is the foundation of both their wealth and power. In other countries all men are educated, no. matter what their rank," "From the Crowe Princes and members of the royal families down- "wards all have to study aliks without distine tion, and many high born sora"ga abroad and occpy humble positions in other condities in
order to gain technical knowledge, even to entering the ranks in alien armles. Such action would be held in contempt by all other Powers if it was not for" the national good; aś with: ut proper training the education of Stale cannot be uplifted, and the example of the nobility is necessary to stimulate the people. The security of the dynasty muil be assured by national co-operation.

PROPOSED REGULATIONS.
We respectfully beg to submit the following regulations for Your M. Jesies' perusal --
2.-The subjects to be studied are political, science and military inct.ce.
3-The term for such foreign study shall be three years.
4-The allowance for each shall be Tls, roo passage money, Tis: 305 monthly, and‹ Ths. ços for incidental travelling, expenses,
-To cac class an interpreter and classic al instructor will be attached to proceed with them.

6-The monthly sil ry of such interpreter shall be Tis. 3oo and the classical teacher Tls,

7. Only one servant will be allowed to each student.
8. Students must follow the advice of the Chinese Minister as to the schools they should go to aid they must soport themselves to him from time to time so that he may report their progress to the Wai-wu-pu periodically. The interpreters and classi ai te chers must be under the supervision of the Minis'er also.
9.In the event of any of the students be having badly or failing to study the Minister must report the same and request that he be recalled, and it his fault is, very serious he must be punished as a warning la o'hérs,
10-Any student succeeding well in his studies hould be strongly recommended for high position.
11-If the interpreters and classical teachers devote themselves to their duties they must ba rewarded at the end of the three years' service. If they fail they should be recalled.
