'We wish to testify to the success with which you have discharged the duties inclimbest on the high office you have held during a period in which have arisen questions that have called for the exercise of diplomatic ability of the very highest order' You leave, these shores carrying with you the 'fullest esteem'and admiration of your country. meo, as well as the respect and confidence of the Government and people to which you have besn'accredited,
