This most extraordinary movement had its inception at the fourtain head of Government and is being backed with more or less sincerity by the officials of the land and behind them and with far greater power by the gealry and Ikerati. Frequent meetings of the anti-opium societies have been held to which foreigners are invited to speak. At the head of this whole movement stands the great grandson of that Commissioner Liu who, years ago, took aggressive action against opium in Canton. Foochow opium dens have been closed since May 31st and bands of students fre- quently go about the streets to see that the

edict in obeyed. Persons have been caught defying the law and then have been roughly dealt with even though they were graduates with high literary degrees. Not all the Fobchiow officials are themselves free from the

habit, but they dare not do anything to show that their sympathies are not in hearty accord

with the throne. Besides they know that they are being watched by the literat. Not long ago an American gentleman was asked to

THE YARN TRADE.

overseer informed me that all the American tobacco used was a North Carolina leaf. The cheapest grade of cigaretts-made-in-this- factory is the Two Butterflies variety, and the tobacco used is a mixture of Chinese and American leaf.

It may be that the owner is one of the most wealthy Chinese merchants in the province, and, having a large capital at his command, it is possible that he may become a prominent factor in the cigarette industry of Manchuria. The Te Fang factory employs about eight workmen, the majority of whom pre boys. The wages range from St. to 51.65 per month for the boys and from 51.60 to $5.50 per month far the more experienced workmen. These wages include their food, which consists of two meals per đày. A boy, on commencing. work, receives $1 per month; after three' weeks be receives an increase, and at the ex- piration of three months, if proficient, he re- ceives the limit of $3 per month. The men' receive 53.62 at the start, and this sum is gra- duaily increased to the limit of $5.50..

The factory is conducted in a well-regulated manner and the surroundings are surprisingly clean. The cutting, drying and cooling ma. chines are modern and are also of Japanese manufacture. The entire success of the plant is attributed to the Japanese overseers, who are most energetic workers and thoroughly understand the Chinese workmen and their methods. The Japanese are fèxperts in the cigarette business, having spent some years in the service of the Government cigarette mono- poly in Japan.-Comeular Report, = d.
