All the machinery ordered by the Canton Government Cement Factory through a Ger- mun firm here have now, arrived. There are three sets of machinery: one for the manufac ture of cement, one for the turning out of casks for the cement, and the third Jor the manufacture of bricks. The district Magistrate of the district of Kaying has sent a despatch to Canton stating that a disturbance has broken out there caused by the, famine-stricken people. The Magis. trale stated that he has made arrangements to

IN consequence of the lapse of the agreements af the foreign engineers in the Government Dockyard and Arsenal at Foochow, the work of these establishmenti has been temporarily suspended. The President of the Ministry, of War suggests that the Dockyard and Arsenal be taken under that Department's control; and another report has it that a certalo foreign capitalist, instigated thereto by his Government, has been trying to gain possession of the whole undertaking.
