TYPHOON · CONTROVERSY REVIVED.

VIGOROUS CRITICISMS FROM SICAWEI

LETTER BY REY, FATHER L. FROC, BJV!

On the 1st inst, we published an exclusive telegram from our Shanghai correspondent giv. ing the substance of a letter by the Director of the Bicawel Observatory commenting on the opinion of the Astronomer Royal on the finding of the Commities of Inquiry appolated to escar- tain the sufficiency or otherwise of the typhoon warning on 18th September last. We reproduce which appear in the C. Der L. Fro, 8.). in the N. C. D. News of the 1st

I have read in your number of today the opinion of the director of the Astronomical Observatory at Greenwich (London) on the Hongkong typhoon September 18, 1966, || I am glad to see that the Observatory of the British Colony is there discharged from blame. There is no proft in casting doubt on the value of institutions giving warnings to sailors; every one can make a mistake, every man may be yakinis, but we want the confidence taken by

comer Royal, as it will stop further Inquiries on the question.

Mr. Editor, that from You may have noticed, the beginning we have strictly limited ourselves to the scloutlife description of that storm; we shall not depart from that behaviour, bat ibere are three points in the first paragraph of Six W. H. M. Christie's letter, in, which Sicawei is concamed, and it seems impossible to let them pass without a short explanation.

IL-The Astronomer Royal writes: "The typhoon of which warning we

war given by the Director of Sicowel Observatory on September 15, 1000, was apparently not the oni which struch Hongkong on the 1818. Although the assertion is not absolute, I believe I múšť stata once more that these typhoons are one and the same storm. A splitting of the cyclone in two may have taken place near the South end of Formosa, as we all know it often happens; but the narrow whirl of the 18th existed certainly In the perturbation signalled on the 15th SE. of the gecat island and of the Group Meiaco Sima. This fact, already stated in the excellent pamphlet of the Director of the Philippine Weather Bureau will receive elsewhere due consideration. For the present be it enough to recall in mind the following facts:
