Every time new route, such as the West River, for inst ance, is opened to foreign pavigation, there rasuks a further shrinkage of provincial reve. nue, Metropolitan revenues may increase and the incidence of the barden of foreign loans be lightened to Peking, but the provinces are as a rezuli díton hard put to find monies for their owa.requirements. The position is a curious on, and would probably only arise in such countries as Turkey and Pérsia outside China. 1 may note, by way of conclusion to a trip up and down the river, that what will probably first strike anyone making the run is the enormous panenger traffic carried on. Every where you see crowded passenger boats, mostly steam towed, but many, depending alone for motive power on sail or oar supplemented by the powerful yuloh. Waterways have for cen turies been the chief highways of China; bui the

immense number of passengers transported on the waters of the West River, and the Canion delia must be seen to be appreciated, The difficulties of navigating the West River are at the same time very considerable Apart from the question of channel'in flood. water season, there are many sand-banks and rocks, some of the latter only visible at dead low water, and the former constantly shifting, Many of these dangers are uncliarted.
