chequers. If it had only been made a system that when this occurred a certain proportion of the collection had been handed over by the collecting agency,, the Imperial Maritime Customs, ** was done in the case of the opium lakin arracked under the additional article of the Chefoo Convention, much" trouble woul have been saved and smooth working possibly assured. Now that native" quet, ma and lekin are largely in the hands of the Customs .there is
inducement for not the same
native official to cut fine, and get below treaty rates of export and impurt duty. It was avident that as long as junky were carrying certain classes of cargo that they were getting more favourable duties than steamers, but short of insisting that jun's could not carry such cargoes it was difficult to see how the point could be carried. It is certainly an unfortu nate circuqis'ance that the more the country is opened to foreign trade, the mare-are the pro- vinces deprived of their revenue. Every time new route, such as the West River, for inst ance, is opened to foreign pavigation, there rasuks a further shrinkage of provincial reve. nue, Metropolitan revenues may increase and the incidence of the barden of foreign loans be lightened to Peking, but the provinces are as a rezuli díton hard put to find monies for their owa.requirements. The position is a curious on, and would probably only arise in such countries as Turkey and Pérsia outside China. The remedy would seem to be that the Im perial authorities should hand over a certain proportion of the collections now received by them, and that were formerly made by the provinces themselves,
PASSENGER TRAFFIC.
*.
1 may note, by way of conclusion to a trip up and down the river, that what will probably first strike anyone making the run is the enormous panenger traffic carried on. Every where you see crowded passenger boats, mostly steam towed, but many, depending alone for motive power on sail or oar supplemented by the powerful yuloh. Waterways have for cen turies been the chief highways of China; bui the
immense number of passengers transported on the waters of the West River, and the Canion delia must be seen to be appreciated, The difficulties of navigating the West River are at the same time very considerable Apart from the question of channel'in flood. water season, there are many sand-banks and rocks, some of the latter only visible at dead low water, and the former constantly shifting, Many of these dangers are uncliarted. Lieut. Walcou, of the Robin, has done much good work in localing dingers, and he in ever ready to assist captales with the information he has gathered The Customs har done something in the provision of buoys and bea cone, whi ́st for small fees the lepera' in some districts maintain bamboo marks. These are very useful, as when a raft pastes over them they bendt the weight and return when has paused, whereas other marks are uiten swept away by them. These rafis are a real danger to navigation. They are often of great sirs, and drift whenever wind or stream may lake them.
Sometimes two or three drift together and between them completely block the river for a time, In another, and minor way, big towe-are-likewino-a-nuis- ance, and often an bstruction, A launch or small steam vessel with fifteen.or twenty boats abreast or astern of her is naturally awki ward and unwieldy ta
la handla.
of
A
A further feature of the river may be noted, and I must close, On the previous occasion visit to Wachow I was struck by the absence of trees in the delta and the frequent barren look of the hilts higher up, notwith standing occasional attempts at re-afforestation: Around the ancestral mansion-and the dis trict is popular for these family seats-you may see clusters of trees, but they only accentuate the general want of arboriculture. The timber met with on the river, for consumption in delta towe, is rafted down from higher up in Kwangal
