enmity to the religious orders. In Madrid he wrote several newspaper articles on the subject. ile was at one tire wealthy but from the time of his deportation was reduced to poverty, and at one time had to sell palatoes in the streets of Hongkong for a leving.

He was in longkong at the time that Rizal returned from Spata and established an office

that city. At that time, 1893 "Basa was thinking out a scheme for the establishment of a society in the Philippines to take the place of the several disorganized associations. He proposed to Rizal what he considered to be the most suitable suciety for the purpose and asked- the Filipino here to draw up the constitution and bylaws. Rizal did so and the Liga -Fibpina was the result.

It was the belief of the Spanish ‘authorities' that Rizal was the founder of the Lign and that it was a revolutionary society but the fact was that the society was founded by Basa who seat the drail prepared by Rizal to Manila with in- structions that the society should be establish. ed without delay. But little was done in the

On the arrival of Rizal in July 189a, ho was invited to a meeting of those who should have. been the leaders of the society, and all the hand he had in the movement for the founda. tion of which he was executed on thà Luneta was the advice, he gave that the society would be of great benefit, to the people. He was prominent in the negotiations which were carried on in 1896, with Roupseville Wild. man, the American connil at Hongkong, and begged the consul to are his influence to 'get' the American authorities to extend their pro- tection to the Filipinos against Spain.

1 1899 he, with others; petitioned for the annexation of the Philippines, to the United States for fear that the archipelago would be given back to Spain at the close of the war.

Up to the time of his death Sr. Basa was in communicatiga with, his countrymen in the Philippines and was hoping to live long enough to see the result of the establishment of the assembly. It is a coincidence that Sr. Basp has sickened and died precisely on the 15th anni. ` versary of the return, of Rizal fo Manila, and his deportation to Dapitan which took place this month 15 years ago.

THE SS "DON ENGRACIO,”

MAY NOT COME TO HONGKOLIG FOR SALE.

Like Banquo's ghost the Don Engracio will not down or stay down. The new possibilities and complications that can be created by this famous steamer are legion, remarks the Manila Times of 12th inst.

Only two incidents, however, occurred yester- day, it being an off day. One was the discovery that after a person had availed himself of all the provisions of the chattel morigage law, known as Act 1,5-8,, he was protected soly against the mangagore selling or pawning the property mortgaged, thus leaving. It to his option to dispose of the property in any one of a number of other ways without even cracking this law.

The matter came up by Deacon" Pratch going to the prosecuting attorney to have the provisions of Section ra of the mortgage law.* enforced against Ramon del Rosario who had removed to his house alter mortgaving and be. lore the sheria sale, ropes, "fittings, ship's gear and appliances, an oventmy of which was submitted. Prautch was informed that he had the choice of a plevin er civil pit against del Rosatin but unless the goods were sold or pledged or taken out of the province" no remedy was possible in that effice. Regret was expressed but such was the reading of the law.

Thin other event was still more surprising. It will be remembered that this Ramon del Rosario swore at the 'Costom House that ha' was the sole owner of the Don Engracio snd then on the advice of his lawyer Vicente Fox (although he himself in practising lawyer ho does not prescribe for himself) he swore before the Fourt of First Instance that Alejandra Palanca was the sole owner.

It was then that the Deacon had him headed straight for Bilibid for too much diverse swearing. However, the matter was arranged by a note signed by Rosario and his wife and Alejandra Palanca and her husband, secured by a chattel mortgage on the Don Engracie, lai six months on the expiration All jali prmung is done ander European-of-which extension was requested" and granted
