JÁP “231” ARRESTED, IN ATTEMPTING „TOʻPASS IT.

A Japanese "boy," who described himself to the police as Sasuke Tonol, twenty years of At the second reading of the Appropriage, was arrested yesterday at the Hongkong and Shinghal Bank Tor attempting 10 pass a bogus cheque. Besuke is scarcely any taller than the average Japanese, but he is rotund in proportion. He was dressed in black clother which fitted him rather loose. Up to yesterday he was in the employ of Lieut. C.. Lloyd Thomas, H.M.5. Janur, as "boy" Before entering the service of Lieut, Thomas, Sosuke was engaged as Japanese teacher on board H. M. S. Virago.

Mr. Churchill said that the determination "of the Chiness Gorerament to effact a alupendous moral reformation in the condi- tion of the people, involved an imperious mandate from all other countries to aid the movement. Lord Elgin is in consultation with the India Office and will watch every opportunity to bring the legislation of the colonies more in harmony with the over" whelming opinion of the House," and with our duty as a civilizing power.

Later,

Mr. Morley, in reply to Mr. Ellis, said that the views of the Government of India on the opium traffic had just arrived, and were under consideration. The discussion which the Chinese Government invited would be commenced with all despatch, and he was confident of a satisfactory result,

Shortly after the tiffin bour yesterday after noon, Sasuke, walked into the Hongkong and Shanghai Bank, after having lounged about the main corridor for a time. The place was not well filled with patrons and Sasuke walked up to the counter. He pulled out a cheque, and handing it to a clerk behind the counter, said he wanted it cashed. The cheque was signed "G. E. L. Thomas," and was for $200. The clerk took the cheque and went over to Mr. T. C. Pulley's desk to consult the ledger. While thus employed, Mr. Putley arrived and they it w cheque was handed over to him to honour. At first sight the cheque looked genuine. When the amount had been entered in the account book, the cheque was scrutinized again before payment was made. It looked irregular on this occation. Mr. Putley consulted the signature on the cheque with two or the Specimen Signature Book and compared the ather signatures. Not only did the signature on the cheque fall to tally with the other signatures, but it differed in two particulars. Usually when Lieut. Thomas sigas à cheque the day of the month is written in Roman figures, and the felter "R. N. goes below his signature. On this cheque, however, the day of the month was spelt out, and the letters "R.N." did not appear. Another fault to be found with the cheque was in the illiterate way some words were spolt. The cheque was made out in the name of Cottam and Company. The word "Cot. tam," was spelt on the cheque "Cattam," and the word "dollars" twisted into" dallas !" When the cheqe way discovered 10 have been a forgory the Japanese was told. "to wait for a few minutes." He consent- ed. In the meantime "Lieut: Thomas was sent for.
