Professor Milac pointed to a long row of LUZON SUGAR REFINING COMPANY, CHINA SUGAR REFINING COMPANY, books in Japanese characters.." I have drawings of large buildings sen! to me ́even here, sometimes, by the Japanese Govern- ment. I was in Japan twenty years, and it was chiefly in consequence of the interest taken in the construction of buildings to resist earth quake effects that I was appointed the first Gov ernment seismologist.. I collected for them the laws relating to the construction of buildings is every country where earthquakes are frequent. The piers of the bridges in Japan are now coo structed largely from designs based on my in- vestigations, I was also consulted about the reconstruction of railways in Assam after the destructive earthquakes of 1897. Speaking of Japan, engineers and builders here would be azionished at the present time'nt the number of structures ordinary dwelling houses›included —which have been put up according to special designs and have resisted earthquake effects for years, while others erected according to the ordinary European practice have suffered. There is more to be learnt from Japan as to construction to mitigate earthquake effects than you can get in any other country in the world."

"Why is that, Professor?"

"Simply, because they have given so much attention to this particular matter. They get about twelve hundred earthquakes a year in Japan. The bulk of those are insignificant tre mors, such as those which occuriq England and afford such an immense amount of 'copy' to our papere. But amongst those in Japan there are from time to time large earthquakes which would level the City of London if they occurred here-level it and turn it into a heap of ruins." "And do such visitations happen in the big cities of Japan ?”....

"They happen all over the country. The effects are not felt so badly as they would be here because to a considerable extent they are provided against; although, of course, there can only be general rebuilding as opportunity presents itself-as, for example, after a great earthquake or a great fire, or when city im- provements are undertaken. But in most of the great cities in that country they have now received models and drawings for recon. structing their buildings on principles which will palliate or mitigate earthquake effects. And these plans the inhabitants are wise, enough to take advantage of. The general' result, Professor Milne summed up, "is that the new types of structures which have been erected for years past in Japau have received many severe shakings, yet still stand, whilst their neighbours, built on the old prin ciples, have been badly shattered or have col- lapsed altogether."

It will appear from this conversation with a gentleman who is undoubtedly the chief au-|| thority on the subject, that investors abould
