Japan and Hawail.
LONDON, 6th February, The American newspapers continue publishing reports pointing to an elaborate organisation of Japanese and, Hawaiians, who are prepared to act together in case of an emergency.
The latest report says that the Siberia from Hongkong, 1gth January, landed 600 Japanese at Honolulu under two captains, many of whom were wearing uniform.
Meningitis in Scotland, &o. Nine additional cases and three deaths have necurred since. yesterday, and sixty- eight patients are under treatment.
Cruise of the "Dreadnoug1t" H. M. S. Dreadnought from: Trinidad, covered the distance of 3.430 miles to Gibraltar, in ten days.

Continuing, the defendant's solicitor laid stress on this point. To stop a ship, he con tended, the police must suspect that a “felnuy or misdemeanour." was being committed on board. Carrying excess of passengers was not a felony or misdemeanour" and therefore the police had no case. If it was for the purpose counting the ship's passengers that the officer requested the ship to stop, then he was acting ultra vives. This particular offence did not come under the meaning of the Ordin- ance, and Mr. Goldring held that an offence was committed,

Plainuff was proceeding to make a somewhat irrelevant statement when he was "pulled up with a round turn."
