As for Japan, it is common knowledge that Englishmen until recent London, Oporto and Xeres. years, when Japan learned to rest on her own cars, were employed to plant the exotic. growth of western civilization, and to organize the army, navy, the education, the industries, and the railways of Japan. We have the graceful admission to-day from Baron Komura that "Japan owed a deep' debt of gratitude to British, institutions." Going farther afield to Siam, there again Englishmen hold advisory positions in all the important departments of State. In the United States army there are English officers, from generals downwards, while, some of the judges of the Supreme Court at New York also hail from Albion. The list could of course be long drawn oul, but time and space forbid. But where so many cases can be cited of Englishmen taking service under foreign Governments, it is interesting to remember one where a Briton did not take service under, but formed himself into his own autocratic Government, and his descendani is to day the recognized sovereign of a large State, and is known to the World as Rajah Brooke-a living and striking witness to the indomitable enterprise of the raCG.

APPEAL AGAINst a magistRATE'S DECISION,
Before their Honours the Chief Justice, and Mr. A. G. Wise, Pulsas Judge, sitting AS, & Fall Bench Court, in Appellate Jurisdiction, this moralog, an appeal was heard in which Fung Chun Yuen appeated against the decision of the Magistrate in a case in which the Building Au thority prosecuted him for maintaining a puja-

Mr. M. W. Blade, Instructed by Mr. J. V. Stevenson, of Messrs. Deacon, Locker and Deacon, appeared for the appellant, the Hon. Mr. H. H. J. Gomperts, Attorney General, în- structed by Mr. F, B. L. Bowley, Crown Boliva citor, of Messrs. Dennys and Bowlay, repre sented the Building Authority, the respondent. The Hon, the Attorney-General opened and said, that at the Police Court en the 18th July, 1906, a complaint was pre- ferred by the Building Authority against Fung Choo Yuan, charging him under sections a30 and 259 of the Public Health and Build 'ings Ordinance of 1993, for neglecting to ply with a notice dated the 29th June, 1906, requiring him to remove certain illegally erected wrought iron partitions at Nos 3-5,4 and s, Hill Road. On the 31st July, when the case came before the Magistrate, the latter held that the notice was bad, but convicted the
defendant for contravention of section. 232 of sub-section of Crdinance No. 1 of 1903, for having commenced the erection of the said partitions without having previously: submitted to the Building Authority proper plans, and | having the same approved by the said Authori
