APPEAL TO PRESIDENT ROOSEVELL

From a Tokyo dispatch, it appears that on the asth instant, the U.S. Government sent a reply through the U.S. Ambasador in Tokyo, to a bolt addressed by the Japanese Govern meat on Monday last in regard to the anti. Japanese movement and the exclusion of the Japanese children from public schools in San Francisco. The substance of the reply is to the effict that the agitations are connected with the labour question, which is confined to our focality, and the Washington Government was not aware of the serioubess of the conditions until a telegram from Tokyo was received: The judicial authorities have been instructed to make investigations regarding the outages committed by the San Francisco people. The inaiter of the exclusion of the Japanese children from the schools is under the jurisdiction the local administration of California, and the Washington Government has no power to in- terfere in the matter. President Roosevelt and Mr. Root, Secretary of State, have gives assurances that the agitation of the San Fran. cisco people in no way echoes the sentiments 'of the general public of the United States, and that everything possible will be done to sup press the agitations, and it is hoped that the feeling of the Japanese may be reconciliated.

he American Friends Association of Tokyo ( Japanese organisation of which Baron Ka neko is president) held a meeting on Thursday, and considered the coupe to be taken by the society regarding the agitations in Bari Francis. co. Mr. Ó.okn (a leader of the Constitutionalists in the Diet) moved that the President of the United States should be appealed to take proper measures again the agitations. Mr. Ooka pointed out that the menace to which Japanese were now being subjected in Sap Francisco could not be expected to be passed unnoticed by their countrymen at home. The meeting agreed to address a telegram to Presi dent Roosevelt, and to continue to take active interest in the question. A committee was ap pointed to watch matters until a satisfactory settlement.is arrived at. The telegram to be sent reads in substance as follows:--

REMARKABLE INCREASE OF PROFIT.

Prior to the late war the net profit of, the Japanese cotton spinning mills amounted to an average of from 6 to 8 per cent. per koņum. Since 1905, however, the profit of the spinning companies has suddenly increased. During the first half of this year, especially, not a few companies made dividends of 30 to 40 per cent, Below we give a table, showing the aggregate amount of the capital, reserves, and the net profit of the spinning mills throughout the country during the last four years :---

As the result of the supreme efforts made to obtain information on the matter the U.S. Government has found that even in San Fran: cisco the agitation is admitted as merely a local labour question, arising out of the now condition of things after the calamitous earth- quake and fire.
