Foreigners, not well acquainted with the real condition of Japan, may consider the burden the war has imposed on the people too heavy a burden and that the future of the country's commerce and industry is doomed. Consider ing that Japan is called upon torpay annually something like 100 million yen to her foreign creditors in interest alone, har liabilities are by “uỡ means light. Time has worn away the dissatisfaction felt regarding the peace terms, the policy, of the Government towards the management of the Manchurian railway is now assured, while the administration of Korea is surely, if not quickly. befog put inin shape under the experienced guidance of Marquis Ito. Such being the ease, it is not surprising that industrial circles should an aspect of activity begin to wear as at present. When the Manchurian railway is completed and in good working order, it is certain that various enterprises will spring up in Manchuria. Already water-works and electric light enter, prises have been projected by Japanese at. Newchwang, white, going still farther afield, the stablishment at Hankow of a flour mill and a fire insurance company is under con- templation. The failway and banking business may already be regarded as successful to a certain extent, and as to industrial works such a mining, timber-felling, etc., though they are still in, their initial stage, there is good promise of furture development.

Turning to the industrial prospects at home, it will be observed that the foundation has alrendy been laid for some of the large industries such -spinning, weaving, and mining, but there is still ample room for smaller industries. Surely there will be many other enter prises which will prove profitable. The most important question at issue is how to supply to the existing factories and those to be started motive power at a mini num of cost. This pro blem is to be solved by the establishment of - several water-power electrical companies which are projected in Tokyo, Osaka, Nagoya and other places. When these enterprises are com. menced and have become producing factors, the country's debt will be refunded with much len, difficulty than is imagined by some people. Japan Chronicle.
