So said Mr. Harold Jackson, when speaking at a meeting of the Lanceșter Asylums Board last month in favour of the prevention of the marriage of persons suffering from ́mental dis- casts, and the consequent transmission of these diseases to their offspring.

"If our country is to maintain its position in the future we must stop this cancerous growth," continued Mr. Jackson, who moved, in view of the alarming increase of the insane populatio that steps should immediately be taken to in quire into the best means of stopping by legis lation the hereditary transmission of insanity,

He contrasted the treatment of lunatics to- day with that of sixty years ago. The insane

at the latter time generally received harsh rentment, and was neglected and badly nour ished, with the result that they died early, To

day every possible care was exercised; and

some of those treated became sane, and were discharged from asylums, only to multiply the tainted population.

The more people the asylum cured the more insane people were propagated. As time went on, the country would have to build adə kional asylums for the children of parents being dis charged to-day... According to the last census there were over 60,000; idiots, in the United Kingdom. Of these 19,000 were married or widowed. Altogether, with lunatics there were 65,000 married or widowed.

It was a fact that from 50 10,70 per cent, of the lunacy could be traced to heredity. The resolution was unanimously agreed to and a strong committee was appointed to make the necessary investigation:

We English org much to our cereals. "I divide alcoholic drink into three classes: Beer, which I prefer to call 'mak tea; wine or fruit juices; and spirits-brandy, rum, whisky, gin, etc. I understand Sir Victor Horsley classes these together, and enounces their use as worthless and injuriou.. Such condemna- tion is absurd. The habitual use of alcohol as n beverage is to be condemned. It should pot be used at all by the young, and inìddle-aged --- and aged people should use is with intelli gence.

FATE OF TEETOTAL IMPERIALISM. "There is no Imperialism without its con comitant Puritanism." From this text Dr. Emil Reich. argues that tectotul nations go to the wall while moderate drinking ones survive

"Look at the, emphatic refutation of Sir Victor Horsley's opinion given by history" said Dr. Reich. "All the great nation's of anti. quity and of modern times-the Greeks, Ro- mans, French, English-have been moderate drinkers; that is, as nations. The Greeks, save the Spartans, who abstained, all drank in mode- ration. On the other hand, look at the record of two great palions which were practically.tee totallers, the Mabommedans and the Spaniards of Europe. It is a fact that the Mahommedana are lower in the scale of civilization; and the Spaniards to-day are not among the first nations of Europe.

"The Greeks made fun of teetotalism as a kind of puritanical desire to browbeat Nature, which, indeed, it really is. Puritanism always condemned the pleasures of man; now Pur- ianism is fanatical on teetetalism. The Spart- ans were the imperialists of ancieol Greece; the Carthaginians wera Imperialists, too, and also, like the Spartans, teetotallers. Those peoples went down, the one before the moder- ate-drinking Thebans, the others before the Estimates given for all-classes of work on moderate-drinking Romans. The Greeks had their class called Stoics, who wanted to thwart application to
