And in other directions it was clear that Japan was determined to secure for herself the fruits of victory in respect of the trade with Manchuria. But it was always emphasised by Japanese states- mea that no dog-in-the-manger policy, was contemplated. The rapprochement of the two Powers in the north, however, is not reassuring. While foreign traders were ál- lowed to enter Tairen, it seethed to be Japan's intention to open up the whole country to the world. The statement that Japan has entered into a special agreement with Russia on the subject of travel in Man churia opensjout a new vista for speculation, Nobody dreams that Japanese and Russian subjects desire to travel in that ferile pro. vince for the benefit of their health. It must be regarded as a business proposition pure and simple, and it would appear to be
