NOTICE.

MANUFAC- { THE Public are hereby informed that no

Department at Ottawa has taken official cogni- sance of the complaints.

The "shanghaing" of an old man of 68, named Keating, and the mysterious disappear- ance of a 15-year-old boy called Chisholm,

who ran away to sea, have been instru ∙mental in deciding the Government to ap- point the Commission. It is impossible to say just how many men have been made drunk in water-front hotels and shipped on board sailing vessels in an unconscious condition; but that many have been treated this way in the last few years is absolutely certain. Ofcourse, it is unlaw ful for the shipping office to allow men to be signed on when they are in a state of intoxica- tion, and it will be the duty of the commissioner. to find out if the local officials were aware that men whom they allowed to be placed on ships were in.ab irresponsible condition.

Two men shipped as sailors, one in Vancouver and the other in New Westminster, inquisies, both of whom claimed that they had bean made intoxicated by "ruppers and then shipped as able-bodied'seames. The Domin

Government is determined that this sort olihing shall be done away with. The ship. ping master says he courts, the fullest, investigation.&#
