Anyhow Yuan Kung pao sent in a written note regarding the preparation secessary before adoption of constitutional government. There were three memorials placed before the presence at the conference: namely (1) memorial of Tuan Fang and Tai Hung-ise, (2) memorial of Duke Tsai-tse re constitution and (3) that of Chang Po-ksi re .administrative reforms, but the last one was unt discussed an the matter of constitution had to be decided first.

Tha memorial of Tuan Fang and Tai Hung- Ise is the one which urges tlie accessity of having constitutional government and that to

do that it is necessary to have administrative reforms and over fifty items are mentioned. On the 27th August these two commissioners sent in a memorial containing over 20,000 words regarding administrative reforms.

Duke Tsai-use's first memorial is signed by Duke Teaitse, Li-Sheng-tu and Shung Chi- eng urging the necessity of having constitu. tional government, and that Chinn should adopt a constitutional government system first as there was no other course to take.
