We would suggest to
Sir Arthur Lawley the advisability of appointing a Com. mission to investigate the matter and make recommendations as to what steps are necess Ary to bring the evil under control. In the North of India, where the land was fast passing into the bands of Sowcars, legislation had to be introduced to effect a remedy, and the Agricultural Banks which are being started in
