must necessarily test chiefly on the indivídual, but we think that much might be done by Government to reduce the evil, and bring pro #parity and comfort to many homes that are now overwhelmed with debt owing to the foolish- ness and want of foresight of the head of the bousehold. We would suggest to

Sir Arthur Lawley the advisability of appointing a Com. mission to investigate the matter and make recommendations as to what steps are necess Ary to bring the evil under control. In the North of India, where the land was fast passing into the bands of Sowcars, legislation had to be introduced to effect a remedy, and the Agricultural Banks which are being started in

Co. desired end this Presidency will not affect unless the borrowing of money from other more easily accessible sources is restricted, We realise that there are difficulties in the way of controlling the evil by legislation, but is no reason for shirking the task, and we sug gest for consideration the desirability of limit. Ing the rate of interest, and the inability of recovering a debt through the Court unless the same is registered. A small fee in the form of a receipt stamp might be charged for

registration to cover expenses."
