The principal point to be aimed at is, of course, the desire to so arrange matters that if anything should occur to cause friction between the two great sections of the State, it will enable those in authority easily to fix the blame on the responsible patty, and so bring a speedy and amicable settlement between thore concerned. There are no doubt other means whereby plague is communicated from one animal to another and from the lower animais to human belage, but it is now proved beyond doubt that fleas form one of the principal means of com munication of the disease from the infected to the uninfected. Careful experiments by the Plague Research Commistion have been the means of doing this. The following experi- ment was tried over and over again with the

In every case the unpro. tected animals contracted plague and died, while the protected remained immune. The fleas which were discovered bath on the body of the dead rat and an those of the unprotected (418 the infection was communicated. This, which animals were undoubtedly the means by which may be described as a laboratory experiment, is convincing enough; but the truth of the fica theory is brought out with startling affect by the following. We quete homan article in the Times the 3rd day of May, 1906, at 3 P.M., nt their Sates of India from which the above information is village of Sion Koliwada, on the outskirts of got:-"A case or two of plague appeared in the Bombay. Dead rats infected by plague were found in the houses. The population were in- duced to evacuate their dwellings, and in each house captive animals were introduced, rome unprotected and some protected. The results have been most striking. The unprotected animals were attacked by, rat fleas (found to be suffering from plague), and they died of playue; the protected animals remained im mane. What is more, the gradual process of the spread of plague from house to house through this village temporarily repopulated by animals was clearly traced. The animals had no contact of communication with each other, each house was shut off from the rest; and in each instance the agency of infection-the in- rats suffering fram plague evidently gradually of death--was the rat den. Living carried the dicas from house to house; fleas on the bodies of rats which had died from plague sought fresh.hosts, which in this instance were the animal that tenanted the houses

It seems also to be made more plain why plague and dirt go together, and cleanliness usually means the absence of the disease; also why people who go about barefooted or ill clad are more liable to catch infection than these properly shod and cinthed. Hence too becomes obvious the necessity for disinfection and thoroughly cleaning by when a case of plague occurs in a house or dead rats are found in it. But even these are not altogether suffi cient, for the fleas may only be temporarily niher rats. Evacuation of a house until such driven away and a house may be reinfected by. times as perhaps all the infected rats and fleas derived from the following, which we quote have died off seems to be the conclusion to be from the same article. Mr. Leslie Rogers, the Secretary to the Bombay Chamber of Commerce, "found a dead rat in the dressing room of his apartments. It was seen at close quarters by his family. Ha dis
