Considerable speculation has exis ed for some time regarding the fate of the steamship Cao-Bang which went ashore at Pulo Canton about two months ago. It will be remember ed that, when news of the disaster was received in Hongkong, the services of the Hongkong Balvage Association were requisitioned with the view of obtaining an opinion on the point whether it was possible to refloat the vessel. Mr. Balfour in London. Mr. A. J. Balfour was a guest at a banquet given yesterday evening (121 Feb.) in honour of the newly-elected members for the City of London.

Mr. Balfour delivered a speech in which he reiterated previously-made statements in favour of a retaliation tariff policy, for carrying out which it was needless 10 introduce a general tariff. But, in his opinion, the question will not be dealt with for some years.

Therefore, Me Balfour maintained, it was of no use to quarrel over methods of tariff refort; so long as the Unionist Pnity was united on the principle.
