The four principal features claimed for, the bill are that it will provide as follows:

FEATURES OF THE BILL.

"1. A force of 10,000 naval volunteers American officers and men of the merchant marine trained to the naval service and hold- ing die same relation to the regolar navy as held toward the regular army by the present militia and National Guard.

*2. A new fleet of from 100,000 to 300,000 tonk of stee? mail steamships, the naval reserve of fast transport, ammunition ships, supply ships, colliers, repair and hospital ships, dia patch vessels, etc., described in the accom- panying report of Admiral Dewey, as èstenilai to the efficiency of our fighting fleet in war.

3. A net addition to our cargo (and fishery) tonnage of 1,500,000 tons, increasing four- fold the actual ocean shipping of the United States, and giving us, exclusive of our dis- tinctive lake and coastwize vessels, a mer- chant marine much larger than the entire merchant fleet of France or Norway, nearly twice that of Italy, and fully twice that of Japan. Such a new merchant tonnaga would enable the United States to carry under its own Lag not so.per cent, as now, of its own imparts and exports, but go or 40 per cent, earning for our own country instead of $10,000,000, from $60,000,000 to $80,000,000 a year in freight and passenger receipts.

"4. Finally, the creation of ten regular new or strengthened American steamship Iloos to South America, Central America, África and

Works Department, by Order of His Excellency the Governor, of One Lot of CROWN LAND, at Kowloon, in the Colony of Hongkong, for a term of 75 years, commencing from the 22nd Cherry Brandy day of January, 1906, with the option of renewal at a CROWN RENT to be fixed by
