This incident, in causing which the magle trate was doubtless acting under orders from his superiors, is part of the endeavour being made by the higher authorities, to assert that the Mixed Court is a Chinese Court, which it is not, and to abolish the protection which the municipality is bound to give and does give to Chinese in the Settlement. This at- titude of the higher authorities, is part of the general obstructiveness and anti-foreign policy of which there have been so many indicationa

since the success of the Japaness and their ignorant fear of the returned students turned their heads. The new patriotism of those who have imbibed a smattering of Western know ledge may have some good points, but the phase

"That the Capital of the Society be increased

to write the Taolaj In à dispatch, that his man-. ner of handling the question of female prisoners at the Mixed Court showed, as he had shown in many other matterf, a persistent spirit of obstruction to all progress' dictated in the In terest of humanity. It is quite unnecessary 10 dwell on the difference it makes to these poor | kidnapped girls who, when they once come within Settlement limits, are under foreign

Court cells under the care of Chinese warders, protection, whether they are sent to the Mixed

or to the gentle ministrations of the Door of Hope.

The question is now assuming a wider phase; it practically amounts to the question whether the Settlement shall be administered as a Chinese centre under Chinese authority,' or whether it shall continua to be a Settlement for the Foreign Community of Shanghai. No one benefits, more by the maintenance of the latter condition than do the law-abiding Chi- nese in the Settlement, as the enormous num- ber of those now living under our protection shows; and alt intelligent and progressive Chinese must feel that the action taken by the Consular Body and the Municipal Council for the better protection of life and property, and the better treatment of native

· prisoners, is fully deserving of their sympathy and support. So fully do they recognise the fairness and thoroughness of the protection ex- tended to them by the Municipal Council, that they have never moved to have such a change in the Land Regulations made as would admit of one or more Chinese being admitted to the Council as members, though more than puce. some self-constituted champion has done it for them, but, of course, in vain. The palice in the present case, it must be remembered,, were

The wave, of exsitation that bas come over the Chinese since Japan so easily defeated the big Power which has fascinated Chins for years, 'as the python does the rabbit, must be checked before, it becomes dangerous 'as it may easily become if we wait for the ebb to come, as no doubt if will do.
