been directly prompted by the administrative officials, and, according to many authorities, the Government itself is not altogether free of responsibility. Whether directly or indirectly, morally or actually res, onsible, the Russian Goyemment owes to the survivors substantia! compensation for the shocking barbarities from which the, have failed to protect the people, and the Jew sh community ja London i pawar. ful enough to demand from the Government strong of redress. Members of the community with whom I have spoken are of the opinion that this should be as much as the aim of the committee as financial help, if not more. They feel that the relief should come in the firit place from the Russian Government, and that the fullest pressure should be brought sa bear, if necessary, to secure it. Their own con tributions, they adà, may`uséfully supplement the compensation of the Russian Government, but while they are willing to give and to give freely, if need be, they are opposed to any ac tion that will relieve the Government from its plain and obvious duty,
