JAPANESE GOLD AND SILVER MUNES.
THE DEVELOPMENT OF A PRIMITIVE INDUSTRY,
Recently the Government considered a scheme for developing the gold and silvar resources of the Empire, and an effort is to be made to increase the output from the many mines that are being worked throughout the Japanese chain of lalands. The new Mine Mortgage Act went into operation last month, kid the Government regulations for the control of the Japan Credit Mobilier, Ltd., have been amended to enable the Government to pat into operation the scheme for developing the mineral resources referred to. As a first step the Government has made it possible for mine workers to obtain funds at low rates, by asking the Japan Credit Mobilier to facilitate the advance of funds at a low rate of interest to gold and silver mines. To arrange matters the bank has organised a committee to investigate the condition of the mines. When application is made for the assistance of the bank, the committee's duty will be ta investigate into the management of the mine, the quality of the ore produced, and other matters, and advances at a low rate of interest will be made if the committee thinks fit. explanation being that they have been thrown in by pickpockets after being rifled of their contents The thief who threw a purse into the pond at Vaninglyon Park, Bradford, was, however, not so sharp as he thought, for a bright new half-sovereign was concealed in the sodden leather. Considerable quantities of gold setting from which the jewels have been extracted, are come across in the ponds of London's parks, and probably will more "treasure" of the same kind lies hidden away at the bottom of the mud. A mummy hand was found in the Peckham Rye pond, and from another pond in South London two wigs (one dark, the other red) and a false moustache were taken. Crime, in fact, is responsible for much of the pond-searchers harvest. From the lakes in the West End parks burglars' jammies and other tools have been taken. The lock and part of the leather of a valuable jewel-cate, sloten on the boat-train between Calais and Amiens, were found in a London pond nearly two years after the theft was committed.

One or two gold mine concerns have already made application to benefit by this scheme, which, when in foll operation, is estimated to increase the value of the annual production of gold and silver by Y5,000,000. The annual value of gold and silver bullion flowing to the Bank and Japan is then expected to reach some Y15,000,000 per annum, in addition to the hul lion now being collected by the Bank in thei interior of pan, Formosa, and Korea by menns of funds advanced at nominal interest,

was pointed out that the Empire was favoured with many promising gold and silver mines, which, however, owing to lack of capital, ware still worked by the most primitive methods. making it impossible to fully develop their re sources. The experis represented that the quality of the ore, etc., in these mines should be examined without delay, and means adopted to help mine ownern worthy of a-sistance, by which the increase of the output would be greatly encouraged. The memorialists explain: ed that from old times mining in Japan was | regarded as the most hazardeus of business enterprises. Miners were generally lonked down upon as yamaski (speculators). Ban- kers and other capitalists kept away, from this class of business men, with the result of the mines in the Empire

A valuable dressing-bag, packed full of letters was found in a pond near Congleton some years ago, and promptly returned to its owner, from whose fat in Kensington it had dissappeared twelve months before. · A collec tion of engravings, ruined and recognisable only by their frames, were discovered in the St. Stephen's Green Pond, in Dublin, in' 1886. When the dock-gates of the Dublin Grand Ca- pal were being repaired, and the canal bed was exposed, a workman, seeing something stick ing up among the reeds, discovered it to be an elephant's tusk. A hoxful of chesspien was taken from a pond in one of the Leeds parks ́in 1897, and some years later in the same pond was found an empty portmanteau.
