The conviction is gaining ground that the peace negotiations will fail on the question of indemnity, upon which it is believed the Russian instructions admit of no concession. Max O'Roll, in his bantering, manner, used to say that readers were furiously eager to seize the morning and evening papers, but always, flung them aside after a rapid glance over their contents with the sarcsitic remark "nothing in them again." Another Frenchman, more il. lustrious still, said "four hostile newspapers were more to be feared than a thousand bayonets." He affirmed in his day fight for ideas and newspapers are our fortres ses." On the other hand, a still more renowned German exclaimed: "We really gain nothing from such interests as occupy the newspapers." It may be confessed that the Hongkong native Press, whose roots struck deep in the island, but whose branches spread out over the Kwantung province, had much to do with the present vigour of the native news. papers here. When complaints were made to the Hangkang officials by the Canton man. datirs, that government matters, hitherto so sacred, were handled with a rough irreverence, they got little comfort and less assistance. NINE ARMIES IN THE FIELD.

THE HUGE EXTENT OF THE JAPANESE

OPERATIONS..

The Japan Mail has some very interesting comments on an article in the Yomiurf which urges the immediate despatch of an expedition to seize the coast of the Maritime Province, on the ground that its occupation would deprive Russia of everything resembling, a naval base in the Far East and would thus make essential ly for permanent peace. These urgings, re- marks our Yokohama contemporary, suggest the Yomiura regards over-ser expeditions with

undue levity." The Japanese Authorities have

shown themselves excellent organizers but there is a limit to their capacity and to the elasticity of their resources. Just think what they have already on their hands. They have the provi sioning and support of an immense army in Manchuria-five armies for the matter of that, each emanding an independeat transport service. They have the pro visioning and support of what may be called an army of occupation under General Hasegawa in Korea. They have the provision ing and support of an army of unknown but certainly large dimensions on the south of the

houses the worst might befall them. At 9.5 p.m a prolonged disturbance occurred, with the result that the people, frightened and dis traught, ran into the streets.

Apparently, few hart gone to bed at that hour. Men, women and children, principally Chinese, crowded into the open. They were ready dressed for untoward events. Each succeeding minute meant a slight tremor, and the common people, thoroughly terrified, and remembering the warnings of their leaders, felt that the end of the world was at hand. with one accord they made tracks for the Avenida--the new public gardens which is clear from obstructions and buildings,

While the Chinese workers were in this state and Portuguese were quietly making arrange of alarm, the educated classes of the Chinese

ments to leave their houses in order that they might encounter the danger in the open air. Children were dressed and made ready for immediate departure from the houses; and the scene on some of the principal streets showed most heterogeneous gathering assembled. The walk to the Avenida resembled arce meeting more than anything else. Nearly everybody who could leave his property fol towed the trail to the gardens. The sensible inhabitants of Macau, while they were infected by the common alarm, were prepared to evacuate their houses at a moment's notice,

support of an army is the south of Saghalien. And they have the provisioning and support of an army in the north of Saghlien. Nine arm ́les in all, every one of them beyond the sea. The fact is quite stupendous. We have never read of anything similar in history, and when we find journalistic suggestions that yet an- other army should be sent out, we wonder whether the civilian mind grasps the huge dimensions of the task atrea ly undertaken by Japan. It is for Russia a most striking object lesson. Her statesmen imagined that they had fully gauged the length of Japan's arm in 1933, and that it was not by any means long enough to reach Russia hurtfully. But Japan is proving to a kind of military Briareus Judging from the wise caution with which she conducts all her watlike operations we do not entertain any fear lest, to use a vulgar phrase, she should "bite off more than aha, caD swallow, but there is ample food for reflection in what she has already done and is doing.

renewed shocks, although none of these was of a severe character.

Shortly after midnight a long, quivering movement of the ground heralded the worst earthquake of the night. It may have been that the highly-strung nerves of the people gave additional significance to the shock, but of this all are agreed-it was the worst yet experienc ed since the series of seismic disturbances liegan. Naturally the crowd on the Aveni- da, subject to every passing bought-wave, reached the height r fits fear, but the donvulsion passed, to be succeeded, however, by minor tremblings which by no means seived to allay the rxcitement.

In private houses, which swayed with thef quaking there was alarm and a futile attempt to maintain peace. Ilad there been a vessel leaving Macao at that time for any port in the world she would have been crammed to her almost capacity. People talked about 'escaping to Hongkong" instead of proceeding thither, Not a sout slept in Macao last night. The crowd in the Lardens, hecoming accustomed to the unusual tremors, which were now slight though continuous, wandered back to their

homes; and as an evidence of the fear inspired by the strange disturbances it is not recorded that any acts of theft or barglary took place while the people were congregated on the Avenida.

The decisions arrived at by the Committees at Tientsin, and Shanghal, and Amoy, and Singapore, have been published, commented on, and belanded here. The ap parent unwillingness of the merchants at Wu- chow to join hands with their fellow countrymen, was discussed with such scorn that they wereERNANI fain wishful to reconsider their position. More. over, not only do the residents of the greater cities enjoy the privilege of knowing what is tran spiring in the other great cities of China, but inland towns and country villiges now com and the same advantages. The Canton papers are carried throughout the towns of this province, under the drection of a well-ordered news agency, by means of the steam-launches which ply the water ways of the south, so that everywhere i is easy to insure an approximate punctuality without much difficulty.
