I hold no brief for the defence of the passport system, and cheer. fully admit that it is an anachronism; it is op posed to the spirit of our times; but the fact remains that it exists in certain countries, and 1 venture to submit that in those countries the British subject who has been provided with a passpon by his Government should feel that bly passport was a protection to him. He should feel moderately sure that his British passport will be accepted as a guarantee of his `identity, and will not cause him I be regard. ed with suspicion as a probable conspirator Against the existing under of things. At pre- aent, however, the methods in use for issuing passports to British subjects are rather casual, A man who wishes to go to countries where passports are required nes to his bankers, who obtain it for itim; he has it visé by a Con sul of the foreign country, who takes no pains to verify his identity, anil does not even insist' on seeing him, and yet, this document thus

obtained is supposed to be a pile justifica five. If the Englishman who wishes to visit a country where passposts are required should be resident abroad, or already on his travels

before he had formulated his intention, he has only to go to the nearest British Consul and he will find no difficulty in taking out a pass. port.

Either the pissport is a farce, or it is an im

portant durument; if it is regarded as a farce it should got be issued at all; if as an important docunient, its issue should be hedged round with proper precautions,

To argue that no passport can be a protec tion because it is possible to obtain a forged passport, is to miss the point. It would be as logical to argue that titl.-deeds are useless be cause they can be forged. The Socialist, for instance, might he prep tel to maintain that title deeds were just as absurd as passports.
