PALACES OF THRBB GRBAT RULERS.

No monarch in the wilt excels the Crar of Russia in the splendor of his palaces, Taarakoe-Selo, near St. Petersburg, where the Emperor has been staying recently, has a park around it which is eighteen miles in circum- ference.

One room of the palace has walls of Inpis lazuli and a floor of ebony inlaid with mother of pearl. Another has walls of amber curious. ly carved, and the walls of a third are laid thick with gold.

In the throngroom of the palace of the Shab of Persia there is a carpet so thickly sown with postis that the texture of the cloth can hardly be seen. Near it is the throne of carved wood, studded with jewels valued at $5,000,000.

Near the throne stands a huge silver vaso set with pearls and turquoises, but, strange to say, alongside of it stands a cheap European paint- ed urn, such as can be bought anywhere' for a dollar.

The Shah has curious ideas about the value of things, and on the walls of one room a painting by one of the old masters hangs alde by side with a gaudy poster advertising a dealer in fish hooks,

The surplus population of Japan should be sent to those colonies where the Japanese manufactured article will find a market. Japan in return will receive a supply of agricultural and marine products from her new colonies to make up the deficiency of ber' foodstuffs at home. The palace of the Emperor of Abyssinia is à large building, built like a Swiss chalet, with a. hed tiled roof and whitewashed wails. It is a very ordinary affair, and is surrounded by buts and other inferior buildings. There is nothing splendid about the palace or its furnishings, and indeed, it would be considered as quite lacking in everything except size as a residence for an American of moderate means.

For the reasons staled above, concludes Dr. Senga, it is necessary, if Japan aspires to be a. first-class industrial country, to carry out the military occupation of Manchuria in the future and to annex the territory east of Lake Baikal as à condition of peace. If this is done Japan will continue in her commercial and industrial expansion; but if otherwise, she will have to shut herself up in her island empire and be come economically the slave of America or Russia And therefore the presents wat is worth fighting however japan may be called to make heavy sa fices in men and money in

order to attain the end here outlined.

Known and unknown writers are invited to compete in the represent-usion of teir Colony. The Lyceum Club is also instituting a gigan tic International Competition for the works of women composers. The e musical compos tloos which must be unpublished and which must not have been publicly performed, will be judged by a magnificent International jury of the world's greatest musicians. The jury being organised from the principal_music. centres of the world, and the time fixed for sending in is not until May 1, gcú, so that composers in at parts of the world may have due chance. Orchestral and choral composi tions, vocal and instrumental music will all be suitable. All music must be sent to Mise Denstance Smedley, Lyceum Club, 128 Pic- cadilly, London, England.

The successful compositions will be per formed at a series of Concerts in the finest West-End Hall in London, as well as in Paris and Berlin, interpreted by the finest artistes- so that unknown' musicians or composers con. demned to the incessant turning out of pol boilers, may wake to find themselves famous act only is i.ondon but throughout Europe!-

In all these Competitions, the Lyceum Club bas determined to raise the standard of woman's work, and by the severity of their tests, and the great recognition awarded to the work which withstands, those tests, to encourage women in the pursuit of the highest ideals. Some of the world's greatest authors, artists and muilclans, men and women alike, have gives their practical support and help to the Lyceum Club in this great object, and these names include those of Sir Lawrence Alms. Tadema, R... John Lavery, John Swan, RA, L. Raven-Hili, David Murray, R.A., Byam Shaw, George Clausen, A.R.A.-Among the antini who judge the Lyceum Art Exhibitions. Either Palliser, Mark Hambourg, Blanche Marcheel Percy Grainger, Kreister, Fanny Davies, Susan Strong, are among the musicians who play at the Lyceum Club and are helping it in ita musical aspirations while Conan Doyle, Rider Haggard, Jerome K. Jerome, Maurice Hewlett, Robert Barr, Anthony Hope, Mr. and Mr. Egerton Castle, Beatrice Harraden, Mrs, Camp bell Praed and Helen Mathers are among the Mauthors whose faces one sees at the weekly house-dinners at the magnificent London Club house, and who have in public speech and word expressed their deep sympathy with the objects of the Club.
