highty Japan's victories in the Far East were appreciated, and how anxious all were to welcome the new Power into the councils of nations. The primary object of Prince and Princess Arisugawa's trip to Europe was to represent the Emperor of Japan at the -marriage of the German Crown Prince. But, as it proved, the visit partook more of the nature of a triumphal pageant through France, Germany and England than a mere expression of Eastern courtesy. In Faris, where the friends of Russia abound, the Prince and Princess were received with every token of respect, their welcome was en- thusiastic and not a word in derogation of Japan or the Japanese was heard. Pierre Loti has done something to educate the French classes in matters oriental; but the reception of Prince Arisugawa and his consort was spontaneously pleasing on the part of the people as a whole. In Germany, as might have been expected, the Emperor improved the occasion to some purpose, and if His Majesty used the expression that "the Japanese are the scourge of God," A. S.
